Ukraine is happy to cooperate with Turkey to developÌýmany fields of its energy sector, senior advisor to Ukraine'sÌýnational natural gas company,ÌýNaftogaz's chairmanÌýsaid Wednesday.
Naftogaz is Ukraine's national natural gasÌývertically integrated company, which also operates as aÌýtransmission company carryingÌýRussian gas to Europe. Europe meets its 23 percent natural gas needs from Russia and Naftogaz carries 70 percent of that amount from Russia to EuropeÌývia Ukraine.Ìý
“Turkey and Ukraine are potentially two of theÌýlargestÌýgas marketsÌýin the regionÌýbutÌýthe volume of cooperation between the two countriesÌýpresentlyÌýis at very early stages,â€� Sergiy Oleksiyenko, senior advisor to Naftogaz's chairman said in an exclusive interview with Anadolu Agency.
He stated that Turkey's emergence as a transit country for energy from the Central Asia to Europe will require lots of investments in infrastructure and underground gas storage facilities.
“Ukraine is operating one of the largest pipelines andÌýgasÌýstorageÌýsystems in Europe. We can help TurkeyÌýwith our expertise in buildingÌýits required new energy infrastructure.ÌýThe future of Central Asian gas comingÌýto Europe depends very much on the ability of Turkey toÌýmaster new infrastructure projectsâ€� Oleksiyenko emphasized.
-ÌýCooperation expected for LNG tankers at Bosphorus
He explained that liquefied natural gas,ÌýLNG,ÌýcurrentlyÌýis a more expensive sourceÌýof energy than natural gasÌýdelivered by pipelines,Ìýhowever, the supply of LNG will increase by 50 percent in the next 5 years andÌýsignificant reduction in the LNGÌýpriceÌýis expected.
Oleksiyenko stated that currentlyÌýTurkey is importing LNGÌýslightlyÌýcheaper than the RussianÌýpipelineÌýgas and LNG willÌýpotentially be even much cheaper.
“At the moment, use of LNG in Ukraine is not existent. We first need to construct the LNG terminal and have a source of LNGÌýsupply.ÌýWe hope to cooperate with the Turkish governmentÌýon this matter. We are ready to construct the LNG terminal but need the cooperation of the Turkish government on theÌýsafe,Ìýtransparent and fair market principles forÌýpassageÌýof LNG tankers throughÌýBosphorus,â€� Oleksiyenko underlined
“To makeÌýthisÌýprojectÌýpossible, we are ready to discussÌýequity participation in Ukraine's LNG terminalÌýwith Turkey,â€� he offered.
-ÌýTurkey could save $1.4 billion for gasÌý
Oleksiyenko stated that a number of countries in Europe pay excess amountsÌýforÌýRussian gas over hub prices.Ìý
“WeÌýlaunched a major new gas route between Slovakia and Ukraine in 2014. Thanks to that, weÌýwereÌýimportingÌýnearlyÌý70 percent of our needs from EuropeÌýinÌýQ1 2015. TheÌýcurrent interconnector’sÌýcapacityÌýwith the WestÌýcan provide up to 90 percent of Ukraine'sÌýgasÌýimportÌýneeds,â€� he said.Ìý Ìý Ìý
“If we sign interconnectorÌýagreementsÌýwith Slovakia, and enable the ‘big reverse flowâ€�, we can supplyÌýup toÌý3.8 billion cubic metersÌýof gas per year from European gas hubsÌýto Turkey through the Bulgaria-Turkey interconnector. Turkey currently is the largest overpaying country forÌýRussian gas. If Turkey has anÌýoption to importÌýcheaperÌýgas fromÌýEuropean gas hubs, it could saveÌýmore than $1.4 billion per year,â€� Oleksiyenko argued.
He also said as a potential benefit for cooperation between the two countries, Turkey's petroleum pipeline company,ÌýBOTAS,Ìýand Naftogaz can facilitate discussions so Turkey can acquireÌýsufficient capacity of Ukraine’s hugeÌýnatural gas storage.
Ìý“Russia practicallyÌýundersupplies someÌývolumesÌýevery yearÌýin the cold season, sometimes shortages occur in theÌýIstanbul area. We can dedicateÌýsomeÌýgas storageÌýin Ukraine for Istanbul,â€� OleksiyenkoÌýconcluded, adding thatÌýgas can flow through the Balkan pipeline and balance the shortage in Istanbul.Ìý
