EU鈥檚 General Affairs Council will meet in Brussels on Monday to discuss draft agenda for the December EU Leaders Summit. The Council, in an EU27 format, will discuss the state of play in the Brexit negotiations. The Commission's Chief Negotiator, Michel Barnier, is expected to inform ministers on the progress made so far. EU27 ministers will vote on the relocation of the two EU agencies currently located in the U.K.: the European Medicines Agency and the European Banking Authority.
Education, Youth, Culture and Sports Council will gather in Brussels on Monday and Tuesday. The Council will try to reach a general approach on the proposal for a regulation on the European Solidarity Corps. This new EU initiative aims to support volunteering and work experience opportunities for young people. Ministers will discuss the future of skills and the changing role of vocational education and training. The Council will adopt conclusions on promoting access to culture via digital means. They will also discuss the main challenges facing sport.
European Citizens' initiative petition calling for an EU-wide ban on the controversial herbicide glyphosate, will be discussed with the petitioners at a public hearing in European Parliament on Monday.

Heads of state or governments from the EU member states and the six Eastern partner countries will meet to discuss future cooperation. The Eastern Partnership was launched in 2009 to promote association and economic integration between the EU and the six Eastern European partner countries: Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova and Ukraine.
