BRUSSELS

The European Commission on Wednesday proposed extending temporary protection for Ukrainian refugees in the EU until March 2027, while introducing "Unity Hubs" to support their integration or safe return.

In a written statement, the commission suggested prolonging the temporary protection for people fleeing the ongoing war in Ukraine for an additional year, until 4 March 2027.

The commission aims to establish a common European path to ensure continued support and prepare for a coordinated transition out of temporary protection once conditions allow.

To offer a more stable and lasting solution, the commission proposed a Council Recommendation outlining steps for both long-term integration and Ukraine's reconstruction. This includes helping refugees shift to national or EU residence permits based on work, education, or long-term stay.

It also proposed the establishment of "Unity Hubs", information centers co-financed by the EU to support Ukrainian refugees' integration into host communities or to provide guidance for those considering return.

The Unity Hubs would offer information for displaced people to integrate or prepare for voluntary returns. Member states are also encouraged to allow exploratory visits to Ukraine and develop return programs in coordination with Ukrainian authorities.

"Together with Ukraine we pave the way for people to be able to return and rebuild their homes once it is safe," European Commission President Ursula von der Leyen said.

The proposal now awaits EU Council approval.

Since 2022, more than 4.3 million Ukrainians fleeing have benefited from a special status allowing residence, work, and access to services in the EU.
