PKK terror group continues its fundraising, recruitment across Europe: Europol

The PKK terror group continued its fundraising, recruitment and propaganda dissemination in Europe last year, a new report from the EU's law enforcement agency revealed on Tuesday.
In its new report, titled The European Union Terrorism Situation and Trend Report (EU TE-SAT) 2025, Europol said that of the 27 arrests in the EU for ethno-nationalist and separatist terrorist offences in 2024, more than half, 15, were linked to individuals primarily associated with the PKK terror group.
"The PKK continued its significant presence across the EU, engaging in political advocacy, fundraising, recruitment, and propaganda dissemination," according to the report, which is based on both qualitative and quantitative information provided by the member states on terrorist attacks, arrests, convictions, and penalties for terror offenses.
The annual study underlined that the terror group continued to leverage its networks "to sustain operations and influence the Kurdish diaspora," adding that its activities "blend legal and illegal methods," combining political mobilization with clandestine financial and recruitment efforts.
Estimates indicated that the PKK raises over €30 million ($34.7 million) across Europe each year through its fundraising campaigns, the report added.
"The PKK also continued to engage in illicit financial practices such as money laundering, extortion, and fraud," it said.
Last month, the terror group PKK decided to dissolve and lay down arms. The PKK announcement followed a February statement by jailed PKK ringleader Abdullah Ocalan, who called for the dissolution of the PKK and its affiliated groups, urging an end to the armed campaign that has lasted more than four decades.
In its 40-year terror campaign against Türkiye, the PKK – listed as a terrorist organization by Türkiye, the US, and EU – has been responsible for the deaths of over 40,000 people, including women, children, infants and the elderly. The PKK/YPG is the PKK’s Syrian branch.
